Last week, EPA issued a final rule imposing New Source Performance Standards (NSPS) on fracking well completions.  The rule applies to new gas wells and refractured gas wells, which are considered “modifications” subject to NSPS.  Under the new rule, fracking operators must use reduced emission completions, also known as RECs or green completions, to reduce emissions of volatile organic compounds (VOCs) from well completions.  Until January 1, 2015, operators may use RECs or completion combustion devices, such as flares, to meet the reduced emission standards.  After January 1, 2015, operators must use RECs or completion combustion devices.

The new rule goes into effect October 15, 2012.
